Why?

This is the most often asked question.  Successfully interpreting the Federal Acquisition Regulations and its agency supplements is based as much on precedence, as it is upon the literal words in the regulation.  For example, if a clause reads "Should it be required, contractor can obtain a secret clearance", for a contract for printer ink, it means the contractor MUST be able to get a clearance at the time of submitting a proposal.  This is true even though it is obvious there isn't anything classified about ink.  In addition, it is not the Contracting Officer's job to interpret this for you; the system assumes that you are certifying the ability, with full knowledge and understanding, which only comes with experience!
